Dorothy is a 69 years young participant in WDACS’ Title V – Senior Community Service Employment Program (SCSEP). After more than 30 years with Pacific Bell, she had to take an early retirement – the company relocation was not feasible for her. However, Dorothy was not ready to leave the workforce behind. She enrolled in the SCSEP program in 2016, and has not looked back since then.
Dorothy was initially placed at the East Rancho Dominguez Community Center, where she helped to deliver community services to County residents. After a recent career counseling session with her Case Manager at the Pomona Valley America’s Job Center of California, Dorothy rotated to a new assignment as a Front Desk Guest Services Representative with the Human Services Association (HSA), a private, nonprofit agency that provides community and social services. Dorothy quickly adapted to her new position, and within three months, she gained the skillset needed to apply for an opening with HSA. She started her new job as a Site Manager on September 16, 2019.
The SCSEP, authorized by Title V of the Older American Act, is the only federally sponsored employment and training program targeted specifically to low-income, older individuals who want to enter or re-enter the workforce. Participants must be 55 years of age or older, with incomes no more than 125 percent of the Federal poverty level. The program offers participants paid work experience and training at community service assignments in public and non-profit organizations. The dual goals of the program are to promote opportunities in the community service field and to move SCSEP participants into unsubsidized employment so that they can achieve economic self-sufficiency.
